I. Call to Order
President Artzrun Minasyan called the meeting to order at 10:06 a.m.
II. Roll Call
A. Members Present: Artzrun Minasyan, Jami Summers, Mark Hemstreet, Corey
Heimlich, Chenin Dow, Valerie Orcutt, Reina Santa Padilla, Andres Kabrera, Lucy
Mkrtchian, Robert Arreguin
B. Members Absent: Samantha Schmitz

III. Excused and Unexcused Absences Approval
A. Jami Summers made a motion to approve the excused and unexcused absences.
Valerie Orcutt seconded. The motion passed unanimously.
IV. Approval of Minutes
A. Jami Summers made a motion to approve the minutes for the August 28, 2024
board meeting. Mark Hemstreet seconded. The motion passed unanimously.
V. Reports and Updates
A. President Report:
• The Lancaster Police Department grand opening is on Saturday, 9/28 at
9:00 am.
• The BLVD Board is not participating in a Magical BLVD this year.
• Jami is going to sell the BLVD Segway. The money from the sale will be set
aside
B. Treasurer’s Report: Mark Hemstreet provided the Treasurer’s Report.
C. City of Lancaster Report: Chenin Dow explained the importance of Measure YM
to the board.
D. Clean & Safe Committee Report:
• Reviewed BLVD monthly safety statistics provided by the Ambassadors.

• Art let the board know that Deputy Groupie will be starting to attend the
monthly board meetings.
• The next Business Watch meeting is scheduled for Wednesday, October
16th at 11:30 am at the Lancaster Police Station.
• Mark Hemstreet urged the board to support and endorse Measure YM.
o The BLVD Board is holding an emergency board meeting on
Tuesday, October 1 at 9:00 am to vote for endorsements.
• Chief Armalin provided safety updates and informed the BLVD Board that
Lancaster PD will be assembling an RFP to hire a new security team that is
associated with the Lancaster PD. This team will include 2 security officers
on the BLVD. Chief Armalin is also working to get “dummy” cars that can
be placed on the BLVD and moved around as a deterrent for criminals.
Lancaster PD has also received approval to install cameras behind the
businesses.
E. MEFM Committee:
• Jami Summers provided a presentation that covered September social
media updates.
• Name tags have been ordered.
• BLVD Association will be a part of the Christmas parade. It will be held in
Palmdale this year.
• Re-taking board member photos in January. The photos will be $10 per
person.
• Andres is working on the 2025 BLVD Business passport. Planning will take
place at the monthly Marketing committee meetings. Would like the
passport program to begin in the first quarter of 2025.
• Mark Hemstreet requested that Jami look into Google Analytics for the
BLVD.
• Social Media training for BLVD Businesses – will hold the training at the
membership meeting in January 2025.
• Valerie Orcutt is working on the distribution of the membership packets.
